How this answer is produced
The Korea Threat Index (KTI) is a 1–5 tension score this site recomputes every hour from public sources: Korean and English news headlines, Joint Chiefs of Staff and government statements, the won–dollar rate, defense stocks and the EWY Korea ETF, prediction-market odds on Polymarket, and reconnaissance-aircraft activity over the peninsula. Levels: 1 peacetime, 2 rhetoric, 3 troop movements / launches / raised alert, 4 armed clashes with casualties, 5 full-scale war imminent. Raising the level requires two independent sources; 24 quiet hours lower it by one. It is an estimate, not an official alert.
North Korea threatens often. Here is the pattern.
- 2010: the Cheonan sinking (March) and the Yeonpyeong Island shelling (November) killed 50 people, yet did not escalate to war.
- 2015: landmine and artillery incidents led to a "quasi-state of war" declaration, ended three days later by high-level talks.
- 2017: nuclear and ICBM tests, the "fire and fury" year, flipped into summits in 2018.
- 2024: trash balloons, GPS jamming and loudspeaker broadcasts ran for months at low intensity.
The sequence is statement → low-level provocation → local clash → negotiation. Since 1953 no rhetoric-and-deployment phase (KTI 2–3) has jumped straight to full-scale war.
What a real war warning looks like
- A non-combatant evacuation order (NEO) for US military families, or a US State Department Level 4 travel advisory
- DEFCON 3 or higher, full military readiness, reserve mobilization
- North Korean state media declaring a "state of war", routine civilian evacuation drills in Pyongyang
- Forward deployment of WC-135 nuclear-detection aircraft, a carrier strike group parked in the East Sea
- A sustained spike in USD/KRW and in South Korea's sovereign CDS spread
Two or more of these at once would push KTI to 4+ and change the answer at the top of this page. Until then the data says: tense, not war.
Is South Korea safe to visit right now?
For travelers the practical answer tracks the US and UK travel advisories, which have stayed at their lowest levels through every crisis listed above. Seoul is 50 km from the border and life there does not change during rhetoric phases. Check the advisories before you fly, and this page for the current level.
